    I am replacing an utility room floor that is constantly getting wet when it rains as there is no damp proof membrane under. I have decided to replace it with current building regulations, 100mm hardcore, 50mm sand, 125mm insulation or 80mm celotex insulation, 100mm concrete slab with fancy ceramic tiles to finish off. I am unsure where to put the damp proof membrane, under the insulation or over? Please help.
